This list is not exhaustive and may change over time as countries ratify or withdraw from treaties. Be sure to check the latest updates from official government sources or the Hague Conference for the most current information.

Countries Requiring Embassy Legalization

Embassy legalization and apostille are two different methods for verifying documents for international use. The requirement for one over the other depends on whether a country is a party to the Hague Apostille Convention (1961).

For countries that are not part of the Hague Convention Treaty of 1961, there's a comparable procedure to verify the authenticity of your documents before they can be used abroad. However, this process typically requires up to two extra steps for legalization. These include obtaining Certification from the US Department of State in Washington, DC, followed by Authentication from the embassy or consulate of the destination country while you're still in the US The final Authentication Stamp completes the process for documents intended for non-Hague Convention countries.

This list is not exhaustive and may change over time as countries ratify or withdraw from treaties. Be sure to check the latest updates from official government sources or the Hague Conference for the most current information.

While the following list is not exhaustive, some examples of countries that typically require embassy legalization include:

Afghanistan
Algeria
Bangladesh
Belarus

China
Egypt
India
Iran

Iraq
Libya
North Korea
Nigeria

Pakistan
Russia
Saudi Arabia
Syria
Yemen
